These two audiences don't belong in the same campaign. Different creative language, different trust level, different auction price. When everything's mixed into one ad set, Meta dumps the budget into the broader, cheaper audience — usually the diaspora — and you simply don't see local demand in the report. That's why we split them right from the start.

It's almost always worth starting with the diaspora: lower auction competition, a warmer audience, a faster first result. We add the English-language campaign once the first one delivers a stable flow and there's someone to handle it. 02Splitting by Language

How to split campaigns by language: Ukrainian, Russian, English

Splitting by language isn't a "translate" toggle. It means separate campaigns with their own creatives, offer, and landing page. The Ukrainian-language campaign sells closeness and an understanding of the immigration experience. The English-language one sells price, service, and transparent booking. A simply translated creative gets you an expensive click and almost zero conversations in Direct.

We also don't mix the Russian-speaking audience in Toronto with the Ukrainian-speaking one in the same ad — they're different communities with different sensitivity to language. Toronto is the whole GTA, not one circle on a map. A 25 km radius from downtown scoops up Mississauga, Vaughan, and Scarborough in one chunk, even though a client in Mississauga won't drive to Etobicoke for a manicure. For local services, we split the geo into separate ad sets by neighborhood and calculate the cost per lead for each one.

The working setup is: 5–8 km around the point of sale as the core, plus a separate "rest of GTA" ad set for services people are willing to travel for — permanent makeup, dentistry, legal consultations.
